I recommend the way another app moves lists and items in lists.  I  
used to use To-Do's, from the apps store on iTunes.  (I gave it up  
because lists began disappearing, and there's no back up.)  But they  
have a terrific function, where you EDIT the lists.  Touching the  
lists, called "To-Do's" makes it possible to delete them (a red circle  
with a minus sign in it, on the left) and change their order: touching  
the lists in the column of three gray lines on the right lets you move  
the lists up and down in relation to other "to-do's".  Try it: it's a  
free app.
