Rooster stated the reason why notifications are so limited - Apple's restrictions. I too am an ex-Palm user. As I understand it, Palm didn't really have background apps either, but it did have an alert stack. Applications pushed alerts onto the stack. When an alert came due, it started the appropriate app. It's been over a year since I used my Palm, so I can't remember what the interrupt setup was like for one app interrupting another.
Refgardless, Apple doesn't allow apps to run in the background and if it has the equivalent of an alert stack, it doesn't allow 3rd party apps to use it. This leaves push notifications which are essentially an alert from outside the iPhone. Yes, it seems like a very complicated solution to what should be a simple problem, but there you go. Do I think Apple is a bit protective/paranoid? Yes. Does it keep things safer? Yes again. By the way, maybe Appigo can answer this, but I think there must be an alert stack as opposed to background apps. I use Memory Free to clear memory and it shows what's running. Even if I have Calendar and Clock alerts/alarms, those apps are not running in the background. Phone always is, and sometimes Mail and iPod.
