Yes, I and others are having these same issues. In my case, I'm using
the Appigo Sync method. It's frustrating in that it's the only reason
I don't use ToDo exclusively on my iPhone (OmniFocus), but it's such a
major reason that I can't ignore the problem or work around it
(without manually editing the dates & completions of each which
defeats the sync purpose).

I can only suggest a fix and then hope it comes about. As I've stated
on other similar threads, Appigo would do well to have ToDo sync with
iCal using the same remote server (MobileMe, WebDAV, etc) method that
OmniFocus uses. On top of being more stable, it also allows you to
sync anywhere, anytime without the need to be at a conjoined wireless
network.
