Bozothedeathmachine, The way Apple designed their Push Notification system requires that alerts are sent to the device via either a Wifi or your cellular data network. Apple has provided some developer documentation that does a pretty good job of describing and illustrating the path an alert takes when leveraging Push Notification that may help you understand the process better:
