You should see it pop up on the AT&T wireless home page. I'm not sure
if this URL will work for you, because I believe you will need to jump
through some questions to arrive to it, but here is the web page I
could buy one from:

They may also strip the URL before approving this post, so just do a
search on Google. The "new" price requires signing a two year
contract, so if you are not into that search on Craig's list or eBay
for iPhone 3GS without a contract. I am sure there are lots of people
trying to sell theirs to buy an iPhone 4, and then you are still not
locked into a contract.

Being an iPhone 3GS owner (my employer gave me mine) and knowing a lot
about the iPhone 4 (my wife has one), the iPhone 4 is a MUCH better
device all around. However, that comes with a higher price tag.
Ultimately you need to decide, but I don't think you would be
disappointed in the iPhone 4 for some time to come. It's only a matter
of time before they stop providing updates for the 3GS.
