It’s hard to make a recommendation without seeing what you are talking about . Assuming this is a high density planting and you like where the branch is placed you can make a “dutch” or bevel cut to renew and weaken the branch. If you have to choose between the two the higher limb would be my first choice. If you have some trees that have developed some overly large limbs (>50% of the diameter where it joins the leader) in the bottom of the tree should you prune out the highest large limb or the lowest large limb, not wanting to prune them all out for fear of over invigorating the tree?
