If with "basic" you refer to "Integer Basic", you'll need Apple DOS 3.3 (because Integer Basic isn't compatible with any other OS). I think there's a patched version of DOS 3.3 that allows you to use a 3.5" 800 Kb disk as two 400 Kb volumes (400 Kb is the size limit for a DOS 3.3 volume). That way, you will be able to use most DOS programs with a 3.5" drive. Maybe some fellow listers can give you the name of that DOS version or a link to download it...?
I have read somewhere that many DOS programs assume that the disk geometry can't be other than 35 tracks, 16 sectors per track, and thus won't work with 3.5" drives, but anyway, most DOS programs access the disk calling DOS itself and will work without problem.
