When installing fails due to network or other problems, aptitude
should recognize also partial downloaded files, not only fully
downloaded ones. If this happens during big packets like

I don't know since how long, but I think that this is already behaving
in the way that you desired for many years (it's a feature from libapt).

Can you please confirm if you still see such a problem?
