i'm using apt with both stable and testing packages, but i use by
default stable packages ('APT::Default-Release "stable" ' in apt.conf).
when i try to upgrade debconf from 1.2.35 (testing) to 1.3.8 (testing)
debconf-i18n is selected to satisfy dependencies and debconf-i18n is
displayed green, but debconf-i18n needs libtext-charwidth-perl which has
package just in testing release and is displayed: 'pBA 0.04-1' in RED
so why debconf-i18n is in GREEN while one of its dependencie is RED??

Maybe in this old version it worked in a different way, but only some
packages are marked as broken so one can easily navigate to them
(pressing 'b' for example) and fix the issue.
If all KDE/GNOME/whatever packages are marked as broken just because one
small dependency has some problem that it's fixable, it would be quite
difficult to see which one is actually the problem and try to address
it.
So I don't think that it would be useful to change this. Marking it as
+wontfix (and probably closing at some point in the future).
