As Aptitude uses the HJKL keys for vi-style navigation in menus, some
menu accelerators don't work as expected. In the English version, the
entries "_L_icense" and "_H_elp" can't be invoked by their highlighted
letters because these are vi commands.

I can confirm, that capital letters are working. But it is indeed confusing for
german users to use i.e. 'l'.
What about the two proposals:
1) Either make vi-style key bindings configurable
They are: just reconfigure "Left", "Right", "Up", and "Down" to not
include hjkl.
2) or display menu accelerators in capital letters
That might be a good idea, although I'm not sure users will realize
that it means they have to type a capital letter.
The highlighted characters in Help menu for Help and License are in
cappital letters now, the keybindings are configurable as Daniel Burrows
explained, and the responsibility for keybindings not clashing in other
languages is for the translators -- we cannot control this in general or
change them on our own.
So setting to wishlist and wontfix, because I don't think that we can
improve the situation.
