My man page says:

         APT::Install-Recommends and
         APT::AutoRemove::RecommendsImportant.

Special attention to the second paragraph.  So your bug report seems to
be incorrect when it comes to the version -- the second paragraph that
you quote is not present for more than a decade:

(the text morphed a bit since then, from Aptitude::Keep-Recommends to
APT::AutoRemove::RecommendsImportant, but I think that the text as
originally quoted always mentioned more than APT::Install-Recommends
since 2007).
