Seems to me that the bank hasn't accepted your new RSA-key that you sent
them on the new Ini-Brief. For sure one Benutzerkennung (user id) can
only have exactly one RSA-key (keyfile) active, so if you send them the
Ini-Brief of a new keyfile, then either they switch off the old key and
activate the new one, or they ignore the new one and continue to use the
old one. Usually the old keys are only switched off if you explicitly
ask for, so I'd guess the bank has simply ignored the new key.

If you don't need the old key anymore, then the solution would be to
give the Bank a phone call and ask them to deactivate the old key. Then
send the new key Ini-Brief again.

If you do need the old key, then you need a new Benutzerkennung (user
id) so that you have two user ids in parallel. Give them a call and ask
for a second Benutzerkennung.
