Bernie,.....if your chip temp is not exceeding specs, but is still
doing the speed backoff (and you have pretty well determined that
this is a "bug" not a "feature") and it is still the company's
responsibility, then I think you are right to take it back...the
chip seems to be "out of tolerance"....sometimes we struggle
and fiddle with something, just because we don't want to admit
defeat, but we really should just give it back to the people
who mal-manufactured it...
