No it's for all programs that uses the HD and access any file again (and if
that time is relativly short so the file content is still in the memmory).

It's of equal value, but with 32MB you'll be able to use more of your
memmory for it (and thereby it will, normally, be faster). I use 32MB of my
64MB for the smartdrv cache - and when I get 128 I'll bet I'll need to find
some other program that can accept more than 32MB as cache (96MB for
instance - that should really reduce HD access even if I use the computer a
whole day).
Anyway, depending on what you run (and in this case your settings in
Arachne) the ammount of memmory needed by the program differs. But with
32MB I would suspect that at least most of the time 16MB is unused. There
are people on this list that probably know much more about this than I do...
