OK, it's the place they are always stored.  I want to know *why* any
temporary file is ever stored in the main directory if a site other than
said directory has been designated for temporary files.

A log is a different matter; logs are for debugging, and need to be 
permanent so you *can* see what happened when.

The Klu Klux Klan always wears robes; that doesn't make it appropriate
behavior ... at least not around me!
