Not less then 60 MIPS (486DX100 good enough) processor.
Enough RAM for decompressing - 2 times more then size of
file. And most important is sound card <g>.
That's all as i know.

BTW i have hardware mp* player which can be connected to
lpt port and it  work even with 386sx16 with 2 MB RAM
(tested !).
Maybe 286 will be enough too. No sound card needed. Just
printer port, which exist in all computers and HDD or CDROM.
Just two small chips. Size of card is less then 3*4 cm.
Total cost near 8-10$. But it need some software
interface, written in C or Pascal with all this bangles 
and whistles, and i not able to do it good enough.
Now it work in pure assembler without any user
interface(even without command line, just in hex codes), 
cos i keep trying to fit control program in microcontroller.
