So, first we make a row that has the size 0 and then leave the rest to the

Ex. I give person A 0 apples and give the rest of my apples to person B.
Why then even state that I'm going to give none to person A?

But it shouldn't be that hard to ignore all frame settings of size 0. Still
the HTML isn't correct IMNSHO.

Aha, incorrect closing of tags! Whoever made these pages doesn't know very
much about HTML (but is probably good at making graphics since that's the
most important thing right now when applying for these kind of jobs).
