Barry,

I believe you can access a POP3 or IMAP server from a connection to a different
ISP.  You need your user name & password.  There is a rather new version of Pine
for Win32, and there are several other POP3 or IMAP clients for Win32, however I
don't know which of these download messages to a single plain-text file.
