Further proof that Wincrap programs are backwards.
 "-" is west of GMT and "+" is east.

 I'll now add this "backwards" line to ns2.bat and ns3.bat
set TZ=EST 05
And of coarse I'll need to switch it on Apr 2nd to...
set TZ=EDT 04
