OT W31+NS secret.

Hello All;
Just in case anyone else is still using a W31 NS combination, I have finally
pried loose the secret of the Timestamp.

Netscape expects to find an environment variable TZ.
The format is: Set TZ=[3 Letters for your timezone][2 digits=hrs W of GMT]
If you are EAST of Greenwich, put a - sign in front of the hr difference.

So my TIMESTAMP is now correct for the first time ever ! (With NS that is)
