Why not just download the one from the Arachne download page? That one is
already confirmed as working. (Atleast by my and Clarence) I've tried, and
done benchmarks, on the one that's precompiled and it didn't work at all
for me in Arachne.

IF it's not recompiled yes. The on I've uploaded doesn't require this. Just
exchange the djpeg.exe file you have with that one and everything should
work (if you have cwsdpmi).
