graphics in Arachne

I recently installed and configured Arachne fot the 1st time and though
I'm no whizzkid, I seem to have done most things right.
Things work smoothly, except fot the graphics.
GIFs, JPEGs etc. show as frames with vertical lines in fancy colors.
Nothing recognisable. 
What have I missed??? (I must get this right, I'm fed up with M$IE!)

NB: due to the same problem (I think) the HOWTO file is almost
unreadable too.
