It's a DPMI server.
It is loaded if you use a program compiled wit DJGPP, and if there's no
other DPMI host (qdpmi, drdos emm386 with dpmi=on) active.
IMHO the only program which requires it in Arachne is png2bmp.
(hopefully this will change soon)
