I am probably out of the loop here, but it seems that you have the wrong
phone number - unless you really want one of the above.

Ok, this is because the other end sees that you haven't responded and gives
up on you - thus NO CARRIER.

You ARE correct here, because again it gives up if you do not start TELNET.

There does not appear to be a "PPP" option available to you.
Check with your ISP. Tell them you want PPP.
