Yes, but only if the server you connect to is on the same LAN (the DNS for
instance probably has a speed close to this). I do not know exactly how the
LAN is built but it would be reasonable to assume that messages can colide
and thereby forcing a resend.
You could perhaps change your mss value (lantcp.cfg) to something larger
than the normal 1024 bytes (2048 or 4096 for instance) and get a speed
increase that way.

Ca 80Kbytes/sec then, not bad at all. For instance to download an entire CD
it will take you a little less than 2 and a half hours.
