This is the point (and this takes us to a "gray" area )
Configuring Arachne to work on LAN means providing it an IP address, a 
gateway and a DNS server. All of these should be stated in Arachne.cfg. Use 
Arachne setup section to enter them. Do not use the Packet Wizard, use the 
manual packet driver setup. You may instruct Arachne to use BOOTP, but I am 
not sure it works. You'll probably have to check the settings of the TCP/IP 
protocol in Windows (see Network Setup). Are you able to access the Internet 
from Windows? Tell me how?
You must NOT alter wattcp.cfg, unless you instruct Arachne to use it. It is 
neither necessary, nor recommended.
