A small thing that I would like to have as a check (except to check that
the files actually fit) is to check if the cache directory actually exists
(or change the errror message you get if it doesn't since it looks like
there's something wrong with the connection).

NO! I gave an example of some code (that actually works) that Michael CAN
add. I'm not sure however if it's the correct way to handle this since it's
an error by whoever made the page, telling the creator of the page that he
has made an error would IMO be much better.
New idea: If Arachne after converting it with djpeg notice that the file
has file size 0 try and open it as a GIF instead, that wouldn't slow things
down (the file is after all opened anyway and Arachne tries to read from
it). The same thing can be done when the GIF handling routines abort. Only
time these things will make an decrease in speed is when the file was
incorrectly named on the server.
