I would like to offline browse files from Linux and Windows (long names). Is
there some utility to convert long names to the DOS 8.3 format before
transferring them from Linux (Win)? Not only file and directory names
must be converted, but links inside html files too...

I don't think DOS is capable of this. Caldera seemed to have considered FAT32
and long file names (LFN) support, also Java, for DR-DOS, but subsequently seems
to have discontinued further development of DR-DOS. Maybe ask the people at
FreeDOS (http://www.freedos.org)? I haven't been there in some time.
