Because it is supposed to ...
It's a service your ISP offers, sure you can use the DN Server from another
ISP, but if too many people will do so, the other ISP will not allow this.
(only IPs from the ISP will be allowed to access their DN Server)

no !! (this would be incredibly slow, and would chew up IMMENSE amounts of
HDD space)
It's a distributed system.
If you own a domain, you have to supply 2 nameservers, which answer
requests for your domain. (for example the non existing domain
ricsi.cs.tuwien.ac.at)
You ask your ISPs domainserver, if my address is not in his local cache,
than it asks the toplevel domainserver for the domain at.
this looks for ac (academic network), than tuwien is searched, than the
nameserver for the computerscience department, and there we will find my
IP.

In IPV4 there are 4294967296 IP numbers ....
(and there is also additional information stored like MX or SOA records ...
so you can assume 1 KB/IP ....)
IPv6 will offer even more IPs ...
And what would you do, if something changes in the DNA Record ??
(eg other MX, or other IP)

you usually allways get the same DN server ...
but if it has a hardwaredefect, than the ISP changes one entry, and
allusers automatically use the new DNS, and the users don't have to
interfere manually ...
