Yes.  Within your BIOS setup program you should disable one of your unused
built-in comports.  Then re-install your modem and mouse.  Because you have
only 3 megs of RAM, you will probably experience problems in attempting to
run any version of Windows higher than 3.0.  I don't know if Windows 3.0
supports plug-and-play.  You will need to have an OS that supports
plug-and-play in order to use the type of modem that you have.  If you
install a real modem and use a CGA monitor or above, then you would be able
to run Arachne.

I do know that Net-Tamer is said to run just fine under Windows in a
"dos-box".  I have never tried it myself under Windows.
