No ... this is the correct MIME Encoding, if non standard characters are
used in the subject, to or from field.
(charset header does not apply to these, so it has to be done differently.)

The problem is:
1) why does Arachne display the 'raw' string
2) and why does arachne state that it is latin-1 encoded ??? (iso-8859-1)
