Neopaint DOES indeed run under DOS. The last version that I
downloaded was 3.2d. I believe that the place to go is:

If I happen to have the last working DOS copy in the universe, then
of course I can send it to you! Inasmuch as I am qualified to recommend
anything in the software line, I'd recommend Neopaint over just about
everything else that I've tried in the graphics line.
