OK. I knew this was going to happen soon, so I've been looking around for another 
DOS-friendly free ISP and the only two I can come up with are 1 Nation Online and 
Dialfree. 

The good thing about Dialfree is that it doesn't require software downloads and such. 
You just sign up for service and plug in their settings. The bad thing about Dialfree 
is that if you don't fill out one survey each month, you'll be charged $19.95 for 
service for that month.

Although 1 Nation Online requires a software download, someone on this list mentioned 
a way to use the service with Arachne once you sign up for it (presumeably using a 
Windows machine). If someone will re-post those instructions, I will try them myself.

         Bad news, I just "logged on" to Freewwweb.com, sort
  of!!!! Actually, the CHAP finally worked again after about
  24 hours with "CHAP failed" messages. But, instead of getting
  the snap.com home page a new page introducing Juno.com
  popped up. So, Freewwweb.com DOS access is history, folks!
