ORBS or Open Relay Block List is an attempt to stop spam, the hard way.
They try to check every mailserver on the Internet for open relays.
An open relay means that anyone on the Internet can connect to the server
and send mail from it. Not just people that belong to the network of
the server or use some sort of authentication.
This list of systems that might relay spam is used by system administraters
to block all mail coming from those systems.
