I've never heard this - but there are absolutely no reason why it would be
true. However using Ctrl-Alt-Del when shutting down your computer might be
good.

AFAIK Windows doesn't cach unless you tell it to, however if files are open
(many are opened for read and write by Windows) they might get corrupted.
But if so happened it would be more natural that everything would stop
working instead of a steady decline.
I think there's a counter inside some file (win.com or something) that sets
how big the delays should be ;-)
