Well, my current kernel is around 400k (but it would 
be quite a bit smaller if I stripped out some options).
Add 60k for a shell and 200k for some basic binaries?
I dunno ... I've never tried stripping Linux to the
bone.  But I reckon we could probably get something
within your 'factor of 3' the size of DOS.  It wouldn't
be pretty, but it would boot to a CLI and let you 
execute a few simple commands (just like DOS).
