Enact anti-spam legislation. Such laws would enjoy widespread
popular support. The law should provide for fines being levied
against the offenders and also for lawsuits being brought against
them by their victims.
Any country that does not reciprocate in supporting the anti-spamming
laws of another nation can be chastised by international sanctions
such as boycotts and embargoes and the casting of spells and hexes.
It is easy to prove a spamming case.
So give the spammers a fair trial first.
Then hang them.
