There are some 32-bit compiler (DJGPP, WATCOM etc.), so there isn't a
problem. Allegro has it, but it should also run on 8086 so, that's the
"problem"

No, Lineo stopped developing it. But there are some people who continue
developing it , they only
cannot release it because of the license. So we have to wait.....
