Very interesting!  I haven't been able to get a Zip drive to work with
any version of DOS lower than 3.31.  I never thought about partitioning
my removalble media, but the idea should have ocurred to me, because I
do know that DOS 3.30 can't read a hard drive partition > 32 megabytes.

How did you partition your removable media?  Can you use FDISK?
