Hello L.D.:

They probably set up the limitation in an attempt to inhibit would-be
spammers.  The problem with this is that some people have perfectly
legitimate reasons for sending the same message to a very long list
of multiple recipients.  I agree that they certainly should have informed
their customers of the limitation.  Perhaps many other ISPs have also set
up the same kind of arbitrary limitation and have failed to inform their
customers of this.
