The way that I interpreted the message was not one of reprisal. Paraphrasing
the message, it said,
"We have provided this site (stopmail) so that people who don't want to
receive unsolicited messages can indicate so and we will stop sending them.
However, if someone hacks or disables this site and capability, then there is
no way for individuals to be removed from the mailing list, and this action
is disruptive to those wanting to be removed from the mailing list."
