Yes, that is a good way to paraphrase it.  No matter how diplomatically you
try to word it, still the meaning reads the same as a sentence saying
"A mechanism is in place to ensure that others will be harassed if you dare
try to do anything to stop me from harassing you."  If you interpret this
correctly, you will surely realize that it reflects a terrorist mentality.
Anyone who tolerates spammers also tolerates this kind of attitude against
humanity.
