BOOTP is the ancient version of DHCP.

It supplies  you with the most vital network information.
(your IP, netmask, DNS servers ...)

When a computer starts up, it can broadcast a BOOTP request, and the BOOTP
server answers to the MAC address of the sender, telling him his IP ...

EPPPD can emulate a bootp server.
(eg it filters out BOOTP requests, and answers to them, with the correct
values)
