You're probebly refering to me - I posted quite awhile ago a small
instruction set on how to prevent Windows 95 from:
1. Running windows after boot (just do bootgui=0 on ms-dos.sys)
2. Putting the "you may shut down now" screen and just drop back to
prompt when "shut down" is selected. (small batch file trick.)
BootGUI should work on just about all Windows 9x (not sure about ME),
but the shut down trick never works on ATX systems (the computer shut
down before it drop the prompt), and I didnt test it on anything higher
then Windows 95.
