  This has already been done.  It's called the MAPS RBL.
If your ISP is fed up with spam, it might just decide to

Bear in mind, this is a drastic measure.  I've been on both
sides of it.

  For a while, Delphi was listed on the RBL, meaning that any 
mail I sent from delphi.com to someone at an ISP that was 
subscribed to the RBL, my mail would be kicked back.

  On the other side, I started an exchange with someone
via usenet, who tried to e-mail me, but couldn't because
my ISP had blacklisted his ISP.
