It's possible that the problem is on the ISP side. Sometimes the modem
to modem dialog just isn't sucessful. Maybe they have a bad modem in
their modem bank and when you happen to connect to that one, the process
just stalls out. Something like that happens with my ISP, too. I don't
know why exactly. Calling right back I get connected no problem, that
leads me to believe that the problem is on the other end.
