Wouldn't this be the "ring tone"? Depending which ISP I use (of 3) 
there is no ring, 1 full ring or about 4, before being answered.

Actually, now that I think of it, 56k modems emit those beeps as 
soons as the phone is taken off-hook. AFAICT this is for the other 
end to know it is in fact a 56k and not a 33k or less.

This is what happens with the modems don't agree on something 
important. Bad modem (ISP's end), bad connection, noise just at 
the wrong time.

I have similar problems, but my newest (and free!) one seems to 
have the least problems.

The CD is for Carrier Detect. In this case, this just means slightly 
longer for the carrier to start.
