probably something like a 486dx4 100 and 16 MB
(because the applications playing the radio are not soo small)

no ... but they disable interrupts when playing, so you would not be able
to listen to the radio, because your computer will not be able to receive
data.
There are IMHO also some small devices, that can be connected to the LPT
port, but the quality is bad. (especially if you use the pc speaker)
old isa soundcards are really cheap ....

the other most important thing is streaming mp3. (like michael did it with
his radio16 or what it was called)
you would need a streaming mp3 player like winamp, or XMMS for Linux.
Pobably Apple Quiktime has a streaming format as well as M$.
Only the M$ is IMHO not available on linux.

The problem is not the availability, but YOUR network connection ....
