After much frustration, I was able to get Arachne 1.69 to connect and
display internet pages.
It appears that I had port issues which were not resolved. I had a build in
mouse PS/2 port and a DB9 serial 2 connector. An expansion card had been
added which gave me a LPT1 connector parallel port. The build-in LPT1 was
of a non traditional form, and unusable. The expansion card also had 2
Serial ports and forced the modem to connect in a non-standard way; Comm 2,
IRQ 5. When I took out the expansion card, and connected to the DB9 Comm 1,
IRQ 4, Arachne connected in terminal mode and asked for userid and password.
After a couple of tries I abandoned Terminal Window mode and used Auto Dial.
Arachne didn't automatically go to the home page of Arachne.cz, but I
decided to just type in an internet web site and it worked.
I will explore and summarize all the other suggestions that were made to see
if they are important since I will have to set up a protocol to have
minimally trained middle school students set up their own computer internet
access.

I will be checking backlog correspondence to look at the issue of fitting a
web page on the screen.
