IMHO they require windows.
What should they do in DOS ?? (without GDI and the windows api)

IMHO yes ...
there is a command in win.ini or system.ini that identifies executable
extensions

yes ... would IMHO give a message like:
You need Win32 to run this program.
Like it does with DLLs. (which also are executable)
